Planning Proposal

Council has prepared a Planning Proposal to amend Port Macquarie-Hastings Local Environmental Plan 2011 to rezone Lot 10 DP 615775 and Lot 1 DP 1117908, corner Ocean Drive and Houston Mitchell Drive, Bonny Hills from RU1 Primary Production to part IN2 Light Industrial, part E2 Environmental Conservation and part E3 Environmental Management, and associated amendments to the Height of Buildings, Floor Space Ratio and Minimum Lot Size maps.

The intended outcomes of this proposal are to enable future development for light industrial purposes; and to protect ecological values on the site.

Draft Development Control Plan provisions - Houston Mitchell Drive Employment Lands

This Planning Proposal is accompanied by draft Development Control Plan (DCP) provisions, which outline requirements for landscaping of the proposed E3 Environmental Management vegetated buffer along Houston Mitchell Drive. The draft DCP also contains provisions in relation to fauna fencing, access and the management of stormwater for the site.

A general update of Section 2.4.3.4 (Bushfire hazard management) of Port Macquarie-Hastings DCP 2013 is also proposed to ensure all bushfire protection measures are contained within the proposed industrial zoned land.

Public Exhibition

The Planning Proposal and Draft DCP provisions will be on public exhibition from 20 November 2019 to 18 December 2019 are available for download in the Document Library to the left of this page (or below if viewing on a mobile device) and will be available to view at Council’s offices in Port Macquarie (17 Burrawan Street), Wauchope (49 High Street) and Laurieton (9 Laurie Street) from 8.30am – 4.30pm.

During this time, Council is inviting all interested persons to view the Planning Proposal and DCP and provide written comments. All comments received will be reported to a meeting of Council for consideration prior to finalising the proposal. Note that any submission may be made public. Please advise if you wish for your name to be kept confidential. Anyone who makes a submission (or has a financial interest in the submission) is required by law to disclose any political donations and gifts (if any) made.

Council has been authorised as Local Plan-Making Authority to make a final decision in relation to the Planning Proposal.
