Highway Service Centre Planning Proposal

Council has prepared a Planning Proposal to amend the Port Macquarie-Hastings Local Environmental Plan 2011 to allow development for the purpose of a Highway Service Centre on No 1179 Oxley Highway, Sancrox (Lot 11 DP 1029846), located on the south-west corner of the Pacific and Oxley Highways. It is also proposed to incorporate ancillary hotel or motel accommodation to permit overnight accommodation for heavy vehicle drivers.

The site is proposed to be subdivided into two lots, with one lot containing a Highway Service Centre site and the other lot containing an existing dwelling. Following construction of a Highway Service Centre, the Planning Proposal will permit further subdivision of the individual tenancies within the Highway Service Centre.

Draft Planning Agreement

As part of the Planning Proposal, the developer and the landowner have offered to enter into a Planning Agreement with Council to provide reasonable certainty to Council that key road access and sewerage infrastructure can be resolved at the time that any future Highway Service Centre is developed on the land.

Draft Highways Gateway Sites Development Control Plan provisions

The proposed Highway Service Centre site is one of two key Gateway sites to the Port Macquarie-Hastings region. The other site, Nos 54-56 Billabong Drive, Sancrox (Lot 3 DP236807 & Lots 51, 53 & 54 DP776844) is located on the north-west corner of the Pacific and Oxley Highways. Together, these properties are known as the ‘Highway Gateway Sites’.

Due to the visual importance of these sites at a key Gateway entry to Port Macquarie (to the east) and Wauchope (to the west), Council has prepared draft Development Control Plan provisions aimed at promoting good urban design and visual amenity outcomes for future development. The draft provisions relate to building setbacks, landscaping, materials and articulation, landform modification, access, signage and public art.

The Planning Proposal, Draft Planning Agreement and Draft Highway Gateways Development Control Plan provisions are on public exhibition from 10 April until 13 May 2019 and available for view at Council’s offices during normal business hours and online.

During the exhibition period, all interested persons are invited to view the documents and provide written comments. All comments received will be reported to a future Council Meeting for consideration prior to a final decision being made.
