Consultation has concluded

Following public exhibition last year, further work has occurred on the Planning Proposal for Birdon Marine West and the proposal is now available for viewing and comment.

Brief overview of changes:
In response to concerns raised during the previous exhibition, a further noise impact assessment has been prepared and is now included.

Other minor changes include:

  • Minor amendments to the proposed Land Zone map to formalise the existing access point to Lot 2 off Glen Ewan Road.
  • Updating of the Executive Summary, Community Consultation and Project Timeline.
  • Restructuring of the Explanation of Provisions in a plain English format

    A Planning Proposal has been prepared to rezone land on the western side of the Dennis Bridge, Sancrox from Primary Production (RU1) to partly Working Waterfront (IN4) and partly Transition (RU6). This will provide additional employment land for genuine marine industry and related activities adjoining the existing Birdon operations and commercial wharf activities to the east.

    The Planning Proposal and related draft development control provisions and Planning Agreement, were available for public review and comment from 30 May to 27 June 2014.

    Following a number of concerns raised during the exhibition period, an additional Noise Impact Assessment has been undertaken.


  • Update on proposal

    As a result of the public exhibition, 16 written submissions have been received, together with a petition signed by 17 people objecting to the proposal.  Issues mostly related to the potential for adverse amenity impacts to nearby residents and in particular, the adequacy of the proponent’s Noise and Air Quality Assessment report to support a rezoning to IN4 Working Waterfront.

    A meeting has since been held with representatives of Birdon to discuss the Noise and Air Quality report, including potential errors regarding separation distances, background noise levels and prevailing winds, which potentially affect the findings of the current report.

    In response to this Birdon have offered to engage a qualified consultant to carry out a review of the Noise and Air Quality report to address the concerns raised.  It is expected that a revised report will be submitted to Council by the end of September/early October 2014.

    Following this report a decision will be made about where to from here. Stay tuned and we will inform you of updates as they occur.

    Background information:

    A Planning Proposal has been prepared to rezone land on the western side of the Dennis Bridge, Sancrox from Primary Production (RU1) to partly Working Waterfront (IN4) and partly Transition (RU6). This will provide additional employment land for genuine marine industry and related activities adjoining the existing Birdon operations and commercial wharf activities to the east.

    Key issues addressed in the preparation of the Planning Proposal to rezone the land include:

    • vehicle access and traffic
    • flooding hazard
    • visual amenity; and
    • noise/air quality impacts adjacent to Glen Ewan Road residents.
    The capacity for an upgrade of the Glen Ewan Road / Pacific Highway intersection to accommodate any increase in traffic is limited until construction of the new Pacific Highway is completed to the west and traffic volumes on the old Pacific Highway have subsequently decreased.

    Notwithstanding this limitations, the landowner has offered to enter into a Planning Agreement with Council to allow for the rezoning to go ahead, subject to a restriction on development of the site until the Pacific Highway deviation is completed, or otherwise, until the Glen Ewan Road intersection has been upgraded.
