Road marking being completed on Park St, between Hastings River Drive and Buller St

30 June 2016 Update

Hastings River Drive is now reopened to the public.

This key road has an average of 14,000 traffic movements a day and this upgrade will improve the flow of traffic as well as improving the safety for pedestrians and vehicles.

The upgrade includes:

  • Dual lanes between Gordon Streets through to Aston Street
  • New road cycleways
  • Shared footpaths and pedestrian refuges at three points
  • A new pedestrian and cycle refuge at Park Street
  • Partial widening of Garden Crescent near the intersection with Hastings River Drive
  • Lighting upgrades
  • Improved kerb and guttering
  • Improved drainage
  • New bus stops
  • Service relocations and landscaping

    Stage 2 of work continues to progress on schedule despite the weekend deluge. The expected completion date remains the end of June weather permitting.

    Over the next few weeks you can expect to see the bitumen sealing, asphalting and landscaping works completed.

    While the top end of Hastings River Drive is closed for through traffic during the works, access has been maintained for residents and local businesses.

    Stage 2 of work continues to progress on schedule despite the wet weather,. The expected completion date is the end of June, weather permitting.

    In this stage work focuses on Hastings River Drive between Garden Crescent and Aston Street and includes a new roundabout at the busy intersection of Findlay Avenue and Blueberry Lane and improvements to general access and safety.

    During this stage, Findlay Avenue will only be accessible from the Oxley Highway as the intersection with Hastings River Drive will be closed. Findlay Avenue will still be the transit point for school buses as normal but Busways will make the necessary changes to their timetables.

    Port Macquarie-Hastings Council advises that the current Stage 1 upgrade of Hastings River Drive (Gordon St traffic lights through to the Park Street roundabout, extending down to Buller St traffic lights) is nearing completion. However, to complete the works we need to close this section of road again from Tuesday 5th January 2016.
    Works to allow completion of footpaths, line marking and traffic islands in Stage 1 will resume and traffic restrictions will be reinstated. Signs are in place to advise of road closures and alternate routes. This section of road will be re-opened prior to the Stage 2 works starting.
    Despite extensive wet weather the $6 million Hastings River Drive upgrade remains on schedule, with Stage 2 works (Garden Crescent to Aston St including a new roundabout the at the intersection of Findlay Avenue and Blueberry Lane) programmed to commence in February 2016.
    Council thanks the community for their patience as these important upgrade works take place.

    Hastings River Drive is a major arterial road between the Pacific Highway and Port Macquarie that provides an important link to residences, businesses, schools, recreational facilities and the airport.

    At present the road is primarily a dual carriageway in town with the exception of a 450 metre section between Park Street and Aston Street. This single lane currently creates a bottleneck for traffic and inconsistent traffic throughout the day.

    To improve vehicle movement and safety for pedestrians and cyclists, a dual carriage ways is being planned with roundabouts at Findlay Avenue and Blueberry Lane. (See Hastings River Drive concept) Council has successfully secured Local Infrastructure Renewal Scheme (LIRS) funding for this project.The project is in line with Council's 2014-2015 and 2015-2016 Operation Plans.

    The tender for construction is currently being advertised, with a plan to commence construction around October 2015.

    Tenders were advertised 7 July 2015.

    On 16 July, council met with prospective tenderers to review the site conditions, surrounding areas, and traffic management strategies that may be employed.

    Tenders will close 6 August (now extended) 12 August 2015. Following this Council will assess all submissions to determine the best value outcome

    A formal tender assessment will occur on 30 August 2015, after which Council will be able to advise of Traffic Management Strategies expected to be employed and expected construction durations.
