Plaza Car Park - future commercial use.

Consultation has concluded

To ensure that the community vision for this important space is maintained, Council is proposing to include the Plaza Car Park as a Significant Urban Area in the Local Environmental Plan (the LEP).

This means that any future development of the site will need to demonstrate that has considered those things that the community have indicated are of particular importance including: views, public access to the foreshore and the how the buildings might look.

  • Question from community workshop: What alternative parking areas is Council investigating - options for replacing the Plaza Car Park

    Council has advised Crown Lands that any future development of the Plaza Car Park site should maintain the exiting number of car spaces and provide the additional spaces that the development would require. This approach would see no net loss of car parking from the CBD.



  • Question from community workshop: Why isn't Council considering the Woolworths latest plan for basement parking and 1 level building. If it goes to tender the other purchaser could go to 16 metres

    Council has not received a development application for a Woolworths development over the Plaza Car Park site. The site is currently public land reserved for the purposes of car-parking.





  • Question from community workshop: If the sale proceeds who will approve the D.A - Council or a Govt. Department?

    If the Council is Trust Manager of the Car Park reserve at the time a development application is lodged, then it is likely that the application would be assessed by Council but the decision on whether to approve the application would be made by the Northern Regional Joint Planning Panel. The Joint Planning Panel comprises 5 members, 3 appointed by the NSW Government and 2 appointed by Council.

    If Council is not the Trust Manager of the Car Park reserve at the time a development application is lodged, then the application would be assessed and decided by Council.

    The workshop was not intended to seek views on any specific proposal. The purpose of the workshop was to gain community views on how the site should be developed into the future.



  • Question from community forum: If we do not allow Woolworths to develop/spoil this land, will they go away?

    This is a matter for Woolworths, noting that Woolworths are the owners of the adjoining ‘Food-For-Less’ site and have an active approval to refurbish that building.



  • How can Council allow State Gov. to ignore their own foreshore dev. plan that they have widely publicized for years?

    Council’s planning powers do not extend to giving directions to the State Government to comply with the draft (Crown Land) Plan of Management.



  • Question from community forum: Where is Foreshore Plan of Mgt? What about having a flash/modern carpark so that we don't lose spaces?

    The draft Plan of Management has been awaiting the approval of the Minister for Lands for some time. The NSW Government recently announced that the draft Plan of Management was to be further reviewed by a NSW Government-appointed consultant and then finalised.
