This policy will help ensure a consistent approach to how Council:

  • Manages requests to establish memorials for deceased persons and naming of areas and assets (such as park benches) in Council owned parks and reserves
  • Manages unapproved memorials or commemorative naming in Council parks and reserves.

Council understands the desire to memorialise or commemorate loved ones, however, memorial gardens, cemeteries and private properties are considered the most appropriate places for memorials.

Important considerations for this draft policy include ensuring parks and reserves serve their intended purpose, as these areas typically have significant value to the community and high natural scenic value, and any environmental risks posed by memorials are minimised.

Note: This policy does not cover memorials placed in cemeteries (whether Council owned or otherwise), on private land or on privately owned buildings. or memorials relating to war or military service. It also does not cover the naming of parks or reserves, as this is undertaken in line with the Council Naming and Renaming of Reserves Policy.

During the exhibition, all interested persons are encouraged to view the draft policy and provide written comments. All comments will be reported to a future Council meeting for consideration before a final decision is made. Please note that any submission may be made public.
