Draft Pension Concession Rebate Policy
Council welcomes feedback on the Draft Pension Concession Rebate Policy, which outlines the approach to providing statutory and discretionary rate concessions to eligible pensioners under the Local Government Act 1993.
The policy details how reductions are applied to ordinary rates, water and sewerage charges, and the criteria under which applications are assessed.
Changes to the existing Pension Concession Rebate Policy are intended to improve clarity, ensure consistency with the Local Government Act 1993 and enhance administrative efficiency.
The policy review focused on refining the eligibility and application criteria, updating procedural responsibilities and explicitly outlining the circumstances under which pro-rata concessions apply. These adjustments are designed to ensure the policy remains transparent, equitable and easy to administer, while continuing to provide appropriate support to eligible pensioners within the community.
Who does the policy apply to?
The policy applies to pensioners who are ratepayers and who have a current Blue Pensioner Concession Card (PCC Card) issued by Centrelink/Veteran Affairs or who have a Gold Card embossed with either TPI, EDA or WW.
The property to which the rebate is applied must be:
1. Solely or jointly owned by the pensioner with the Blue PCC Card or Gold Card (TPI, EDA, WW) (“applicant”); and
2. The applicant’s sole or principal place of living; and
3. The applicant must be residing on the property; and
4. Must be a dwelling on the property where a rate of charge is levied on.
Background
Council provides pensioner concessions in accordance with sections 575, 576, 577, and 582 of the Local Government Act 1993. The Policy outlines how these concessions are granted, including the applicable monetary limits and eligibility requirements.
The policy was last reviewed in May 2023, and the current review incorporates refinements based on internal consultation and aims to reinforce procedural clarity for both staff and applicants.
The proposed Draft Pension Concession Rebate Policy is on public exhibition until 21 July 2025 so community feedback can be considered prior to final adoption.
