Port Macquarie-Hastings Council (PMHC) is committed to ensuring the upkeep of public roads in the community with a focus on safety, environmental preservation, and asset longevity. The Draft Unsealed Roads Policy specifically addresses the management of unsealed roads within the council's jurisdiction. It is part of a series of policies designed to ensure that all activities related to roads on or within Council Road reserve are planned, assessed, and managed according to relevant legislation, promoting consistency, transparency, and effective governance.

As the Roads Authority, PMHC is responsible for overseeing both sealed and unsealed roads. Sealed roads are those with surface treatments like bitumen or asphalt, while unsealed roads are constructed with road materials but lack a top seal. This draft policy outlines the principles guiding the management of unsealed roads, balancing resource limitations with the need to mitigate risks on both formed and unformed public roads.

Exceptions to this policy include Crown roads not listed on the council's Road Asset Register, Identified Fire Trails designated for firefighting purposes, Forestry Roads managed by the Forestry Corporation of NSW, and roads within National Parks areas not listed on the council's Road Asset Register, which are maintained by the NSW National Parks and Wildlife Services. These exceptions are governed by specific agreements or conditions of development.
