LEP Housekeeping Amendments 2025
Port Macquarie-Hastings Council is seeking community feedback on a council-initiated Planning Proposal to update the Port Macquarie-Hastings Local Environmental Plan 2011 (LEP)
The LEP is Council’s primary statutory planning instrument for the local government area that guides:
- land use
- development standards
- environmental protection
To ensure the LEP remains accurate, clear and effective, Council undertakes periodic
“housekeeping” reviews to correct minor issues that arise over time through mapping
updates, land use changes, infrastructure delivery and the application of planning controls.
This Planning Proposal includes 19 housekeeping amendments affecting multiple sites across
the local government area. The proposed changes are administrative and technical in nature
and do not introduce new strategic planning directions. Instead, they are intended to resolve
minor mapping anomalies, update land use tables, refine clause wording and align the LEP
with Council resolutions, adopted strategies and current site conditions.
Collectively, the amendments will improve the clarity, consistency and day-to-day operation of
the LEP, providing greater certainty for landowners, the community and the development
industry, while ensuring the planning framework continues to function as intended.
Purpose
The LEP Housekeeping Amendments 2025 are intended to ensure the LEP continues to
operate as a clear, accurate and effective planning framework for the community. Specifically,
the purpose of the LEP Housekeeping Amendments 2025 is to:
- Maintain statutory accuracy and integrity: correct minor errors, anomalies and inconsistencies to ensure the LEP remains legally robust, internally consistent and fit for purpose as Council’s primary statutory planning instrument.
- Support effective plan administration: improve the clarity and interpretation of zoning maps, land use tables and clauses, reducing ambiguity, minimising risk in development assessment and supporting efficient, consistent decision-making.
- Align with current strategic intent: ensure the LEP continues to reflect Council-endorsed strategies, adopted resolutions, infrastructure outcomes and land use changes arising from acquisitions, realignments and environmental management actions.
- Provide certainty to the community and industry: maintain a clear, accurate and contemporary planning framework that supports orderly development, environmental protection and informed decision-making by landowners, applicants and State agencies.
