Council's Draft Swimming Pool Barrier Inspection Program has been updated to meet the requirements of the Swimming Pool Act (SP Act).
The program, which was created in 2013 and last revised in 2019, essentially describes how we will undertake the inspection program mandated by the SP Act.
Fundamentally, the program seeks to lower the risk of drownings in swimming pools by improving the level of compliance with swimming pool barriers and other essential design features.
To help understand changes, please see the Comparison table -2019 vs 2026 under Related Documents.
Background
Council's in NSW are required, in accordance with the SP Act, to develop and adopt mandatory Swimming Pool Inspection Programs in consultation with local communities, and update them periodically.
The proposed update seeks to improve clarity and readability and ensure legislative and other references are correct, while continuing to provide details of Council's approach to ensuring compliant swimming pools.
The SP Act places a general duty on Councils to undertake a range of actions including: developing and implementing swimming pool inspection program; promoting awareness of relevant swimming pool and spa safety requirements and; undertaking compliance and enforcement activities where non-compliances are identified or reported.
