What area of the CBD does the TCMP component apply to?

    What is the TCMP component of the CBD business rate?

    Business property owners within the Port Macquarie CBD area (as shown above) pay a higher rate for streetscape, landscaping, maintenance, and beautification works in the Port Macquarie CBD. The TCMP component currently brings in $1.2 million per year to be used within the CBD. 

    What are the funds used for?

    Since 1994, $5.2 million in CBD maintenance works and $19.7 million in CBD capital works have been delivered using the TCMP funds. 

    The funds from the TCMP component are used each year, alongside grants and other funding sources, to pay for specific works in the Port Macquarie CBD as resolved by Council, based on recommendations of the former TCMP Committee. 

    Projects funded include Kooloonbung Creek, the Town Square, and the Town Green Master Plan implementation and foreshore works. Smaller projects also funded include Town Square shade structures, street furniture, and plant bed and tree renewals.

    The TCMP component also allows for a dedicated full-time Port Macquarie Town Centre Landscape Architect to oversee all projects and maintenance and a higher level of service for streetscapes, public open space projects, and maintenance.

    What was the role of the TCMP Sub-Committee?

    The TCMP Sub-Committee assisted Council with proposing priority projects, making recommendations regarding the development, review and amendment of the Master Plan, and acting as a communication channel between Council and CBD stakeholders.

    What happens if the TCMP Component of the CBD Business Rate is removed?

    Impacts of the removal of the TCMP component include: 

    • Reduction in rating revenue totaling $1.2 million per year
    • Removal of future CBD capital works paid for by the TCMP funds
    • The level of maintenance works provided to the Port Macquarie CBD will need to be reviewed or funded from the existing maintenance budgets 
    • Some repayments of the TCMP loan will need to be repaid from the general fund.
